The Configure External Tools dialog is available via File | Preferences | Configure External Tools.
This dialog shows a list of configured external tools, with the options to add, delete or edit the current configuration. An "external tool configuration" exists of the following properties:

The working-folder for the given application. |

Command line parameters to be passed to the application. |

Obviously, using the OK button saves the configuration and using the Cancel button cancels the changes or new addition.
