Double clicking the License Manager node in the Enterprise Manager will open the License Manager or via the context menu Administration & Maintenance | License Manager.
When using Database Workbench with the Classic architecture, you cannot create or delete licenses.

Entering new license entry details can be done by using the New License Certificate button, removing an entry by selecting it and using the Delete License Certificate button.
